Statement from Interim Chief Darren MacDougall regarding the Byron Carr Case:

October 13, 2026 General

“Charlottetown Police Services (CPS) acknowledges the court’s decision to withdraw all charges against Todd Joseph Gallant and recognizes the seriousness of the concerns identified.

We would like to thank the Crown Attorney’s Office for their work on this file. The proper collection, documentation, and preservation of evidence are fundamental responsibilities in any criminal investigation and are essential to maintaining public confidence in the justice system.

CPS personnel and operational policies have significantly changed since this case was first opened in 1988. And although investigative practices, technology and evidence management procedures have evolved considerably, this does not diminish the seriousness of the identified issues.

Our thoughts are with the victim’s family and loved ones, who have waited decades for this matter to be resolved. We recognize how difficult and disappointing this outcome is for them and for our entire community.

CPS will continue to reflect on this outcome and is committed to strengthening our internal processes. In the meantime, we want to reassure the public that our current evidence management systems, policies and procedures reflect the importance of safeguarding the integrity of evidence.

We remain committed to strengthening trust, transparency and accountability with our community.”
