Assist to Identify – Vandalized Property

On Tuesday, August 5, 2025, at approximately 3:43 a.m. four individuals were captured on video vandalizing the ‘2025’ sign located at the foot of Queen Street. The individuals can be seen ripping down the Canada flag decal from the sign and throwing it into the water.

The investigation remains ongoing, and CPS is seeking public assistance to identify the suspects or provide additional video footage from the nearby area. The suspects were last seen on video walking towards Peakes Quay along the boardwalk.

On August 27, Charlottetown Police Services responded to a break and enter at a business where liquor and jewelry were reported stolen. Video footage captured the offence, and officers were able to identify the suspect as 49-year-old Amanda Trainor.

Shortly thereafter, Trainor was located, and arrested and charged with the following offences:

  • Break and enter (s. 348 CCC)
  • Failure to comply with a probation order (s. 733 CCC)

Trainor was released with conditions and is scheduled to appear in court on October 16, 2025.

On August 18, Charlottetown Police Services Street Crime Unit arrested and charged 37-year-old Skylar Peters with multiple offences including possession for the purpose of trafficking. Peters was arrested at the provincial courthouse after attending trial for charges from April 17, 2025 that included:

  • Possession (of cocaine) for the purpose of trafficking – CDSA 5(2)
  • Possession of cannabis for the purpose of selling it – CDSA 5(2)
  • Possession of a weapon for dangerous purposes (s. 88 CCC)
  • Breach of probation (s. 733 CCC)

As part of the Street Crime Unit’s ongoing drug investigation work, officers had also executed a search warrant at his Charlottetown residence on July 24 and seized $2,730 in cash, two drones, multiple cell phones and other drug related paraphernalia.

On August 18, 37-year-old Skylar Peters was charged with the following offences:

  • Possession (of cocaine) for the purpose of trafficking – CDSA 5(2)
  • Failure to comply with release order – two counts (s. 145 CCC)
  • Failure to comply with probation order (s. 733 CCC)
  • Flight from police (s. 320 CCC)
  • Mischief damage to property (s. 430 CCC)

Peters was remanded into custody. He is scheduled to appear in court on September 26, 2025.

Charlottetown Police Services Major Crime Unit arrested and charged a 26-year-old male with four child-related sexual offences.

On the evening of August 20, CPS received a report about sexual offences committed against a child by someone known to the family. The Major Crime Unit immediately commenced its investigation while the family’s safety was ensured.

The following day, the 26-year-old was charged with the following offences:

  • sexual assault (s. 271 CCC)
  • sexual interference (s. 151 CCC)
  • extortion (s. 346 CCC)
  • uttering threats (s. 264 CCC)

The 26-year-old remains in custody. He is scheduled to appear in court again on September 11, 2025.

Due to the sensitivity of these charges, a court-ordered publication ban has been placed on this file. CPS is working closely with Child and Family Services and Victim Services to ensure the continued safety and well-being of the victim and their family is maintained throughout the investigation.

Offences involving minors are particularly sensitive and we urge the community to respect the privacy of the victim and their family during this difficult time.

On August 25 at approximately 9pm, a 2014 BMW was reported stolen from a residential driveway. The keys were left inside vehicle while the owner was visiting with a friend, and when they went back outside, they saw someone driving away with their car.

Approximately 30 minutes later, the vehicle and suspect were located and safely stopped by Charlottetown Police Services General Patrol Unit.

47-year-old Donald Cree was arrested and charged with the following offences:

  • Motor vehicle theft (s. 333 CCC)
  • Failure to comply with a probation order (s. 733 CCC)
  • Disobeying order of court (s. 127 CCC)

Cree will remain in custody and appear in court on September 4, 2025.

On August 22, Charlottetown Police Services (CPS) Street Crime Unit, with assistance from the General Patrol Unit, arrested and charged 40-year-old Kyle Palmer with four counts of possession for the purpose of trafficking – CDSA 5(2).

Officers seized fentanyl, cocaine, crystal methamphetamine, dilaudids and oxycodone pills and other drug related paraphernalia.

He was remanded into custody and is scheduled to appear in court on September 28,2025.

Due to the number of recently reported bike thefts, Charlottetown Police Services’ Street Crime Unit set up a surveillance operation in an attempt to mitigate the ongoing issue.

During the morning of August 13, the Street Crime Unit set up surveillance on a locked e-bike in a public area. Less than two hours later, Allan Thomson, a 34-year-old male was arrested for stealing the e-bike and charged with theft (of a bicycle) over $5,000.

During the operation, Thomson was seen approaching the bike, retrieving bolt cutters from his bag, cutting the lock and discarding it and attempting to leave the area with the e-bike.

The 34-year-old was charged with the following offences:

  • Theft (of a bicycle) over $5,000 (s. 334 CCC)
  • Mischief under $5,000 (s. 430 CCC)
  • Failure to comply with a probation order (s. 733 CCC)

Thomson was arrested and later released. He will appear in court on September 25, 2025.

On August 1, Charlottetown Police Services Street Crime Unit, with assistance from the General Patrol Unit, arrested and charged 23-year-old Liam Chaulk with possession for the purpose of trafficking.

CPS obtained four search warrants, three for residences (two in Charlottetown and one in Kings County) and one for a vehicle. The searches yielded nearly $38,000 in cash, 10.78g of cocaine, 8,400 illegal cigarettes, five cell phones and other drug related paraphernalia.

23-year-old Liam Chaulk has been charged with the following offences:

  • Possession for the purpose of trafficking – CDSA 5(2)
  • Illicit distribution or sale of unstamped tobacco products (s. 121 CCC)

Chaulk was remanded into custody and later released. He is scheduled to appear in court on August 28, 2025.

Charlottetown Police Services (CPS) is making the public aware of an arrest made in an internet child exploitation investigation. On August 20, 2025, CPS’ Major Crime Unit, arrested and charged Nathan Paul Green, a 27-year-old male from Charlottetown, with eight child-related sexual offences.

In August 2024, the Major Crime Unit initiated an investigation after receiving a report from the National Centre for Missing and Exploited Children (NCMEC). The report identified an individual, known as “radiod33r” online, alleged to be engaged in the sexual exploitation of underage females through Kik and Snapchat.

Over the course of several months and through various investigative technology techniques, Major Crime Unit Investigators determined that the offences extended beyond Canadian borders and, as a result, collaborated with the U.S. Department of Homeland Security and Europol in the United Kingdom and successfully identified the suspect as Nathan Paul Green.

The investigation revealed that one minor residing in Charlottetown had previously been contacted by the accused. This matter had been investigated by the Major Crime Unit; however, the investigation was concluded at the time as several factors beyond police control limited further progress.

On August 20, 2025, the Major Crime Unit, with assistance from the Digital Forensics Unit and the General Patrol Unit, executed a search warrant at a residence in Charlottetown. During the search, investigators seized several digital devices, including hard drives, cellular phones, desktop computers and laptop computers, which were secured as evidence for forensic examination.

Nathan Paul Green has been charged with the following offences:

  • Luring a child – two counts (s. 172 CCC)
  • Invitation to sexual touching (s. 152 CCC)
  • Making an agreement or an arrangement – two counts (s. 172 CCC), related to:
    • Sexual interference (s. 151 CCC)
    • Sexual assault (s. 271 CCC)
    • Invitation to sexual touching (s. 152 CCC)
  • Making sexually explicit material available to a child (s. 171 CCC)
  • Transmitting child pornography (s. 163 CCC)
  • Extortion (Sextortion) (s. 346 CCC)

Following an appearance in court earlier today, the accused has been remanded into custody and will appear in court again on September 4.

At approximately 10:45 p.m. on July 28, Charlottetown Police Services responded to a report of a potential domestic altercation. Upon arrival, officers located the victim who displayed visible signs of a recent physical altercation.

While onsite, a 44-year-old male from Charlottetown was located in the residence and charged with the following offences:
• Assault (s. 266 CCC)
• Failure to comply with undertaking – (s. 145 CCC)

These charges are in addition to an outstanding warrant for an assault charge laid in February 2025 (File No. 2025-227462).

The 44-year-old was remanded into custody and is scheduled to appear in court on July 31, 2025.
