Three Impaired Drivers Charged in Charlottetown Over the Weekend
At approximately 6pm p.m. on June 13, Charlottetown Police Services received a report of a suspected impaired driver. An officer from Charlottetown Police Services located the vehicle on Burns Avenue and conducted a traffic stop. The reported signs of impairment were confirmed as the breath samples came back twice the legal limit. The 58-year-old female was charged with impaired driving.

At approximately 1:15 a.m. on June 14, Charlottetown Police Services General Patrol Unit conducted a traffic stop on a vehicle for failing to stop at a red light. While speaking with the driver, the attending officer observed them showing signs of being impaired by alcohol. The 25-year-old male driver was charged with impaired driving after failing the breath tests.

At approximately 2:20 a.m. on June 14, Charlottetown Police Services General Patrol Unit conducted a traffic stop on a vehicle that turned onto a one-way street and began to travel in the wrong direction. The reported signs of impairment were confirmed as the breath samples came back nearly twice the legal limit. The 20-year-old male was charged with impaired driving.

Charlottetown Police Services Street Crime Unit seize 426 grams of cocaine in two separate investigations within a week of each other.
On April 28, 2026, SCU Officers executed a Controlled Drug Section Act (CDSA) at a residence in Charlottetown and seized 142 grams of cocaine, brass knuckles, cash, cell phones and other drug paraphernalia consistent with drug trafficking.
As a result of this investigation, 43 year old Jeremy Bregant has been charged with CDSA 5(2) possession of cocaine for the purpose of trafficking and Criminal Code s.88(1) possession of a weapon for dangerous purposes. He was remanded in custody. A 37 year old female was also arrested and was released with future charges pending.
On May 6, 2026, Street Crime Unit Officers, with assistance from Patrol Officers and RCMP K9 Unit conducted a targeted vehicle stop in Charlottetown. A subsequent search warrant was executed on the vehicle and officers seized 284 grams of cocaine, cash, cell phones and other drug paraphernalia consistent with drug trafficking.
As a result of this investigation, 39 year old Clint Harris has been charged with CDSA 5(2) possession of cocaine for the purpose of trafficking. He was remanded in custody. A 42 year old female was also arrested and was released with future charges pending.

Charlottetown Police Services continue to seek the public’s assistance in locating 53-year-old Robert Dwayne Kelly, who has been missing from Hillsborough Hospital since May 6, 2026. The investigation remains ongoing as police are concerned about his well-being and are actively working to locate him.
Although Kelly has had previous interactions with police and the justice system, when reported to police there was no indication he intends to harm anyone or is at risk of harming himself. CPS is urging anyone who sees Kelly not to approach him, and to contact police immediately.
Please be advised that his appearance may have changed since this photo was taken. He may have altered facial hair, hair or clothing style in an effort to avoid detection.

Charlottetown Police Services is seeking the public’s assistance in locating 52-year-old Robert Dwayne Kelly, who is missing from Hillsborough Hospital. A warrant of committal has been issued for his return.
Mr. Kelly was last seen on May 6, 2026, at approximately 1:30 p.m. while on an escorted leave on Church St. in Cornwall. He left the area unnoticed by hospital staff and has not been seen since.
He is 5’7” in height, 155lbs, brown hair, hazel eyes and was last seen wearing a black sweater, grey pants and beige shoes.

On April 24, 2026, Charlottetown Police Services Street Crime Unit executed a targeted traffic stop on a vehicle in a business parking lot. Two individuals were arrested and charged with possession (of cocaine) for the purpose of trafficking.
As part of the investigation, officers executed search warrants on their vehicle and residence and seized a quantity of cocaine, drug processing and packaging materials, several cell phones and bear spray.
The 46-year-old male and 36-year-old female have all been charged with possession (of cocaine) for the purpose of trafficking – CDSA 5(2).
Both were released on conditions and will all appear in court at a later date.

Charlottetown Police Services received a theft report involving a U-Haul truck that took place on April 7. It was reported that several tools had been stolen from secure truck storage boxes. Surveillance footage capturing the incident was obtained, however CPS is seeking public assistance for additional surveillance footage that can help identify the two suspects, or other potentially related suspicious activity.

On March 23, Charlottetown Police Services received a theft report from a local store. It was reported that two individuals had stolen approximately $3,800 worth of razor blades and related items. Surveillance footage was obtained, and CPS is now seeking public assistance to identify the suspects.

On Tuesday, March 27, 2026, Charlottetown Police Services Street Crime Unit arrested and charged three individuals with possession (of cocaine) for the purpose of trafficking. As part of the investigation, the Street Crime Unit executed three search warrants that included a hotel room in Charlottetown, a residence in Mount Stewart and a car.
Officers seized 208 grams of cocaine, a quantity of crystal methamphetamine, scales, cell phones and other items consistent with drug trafficking.
40-year-old Jennie Sara Mae Singleton, 35-year-old Wayne Joseph Mosher, 37-year-old Cody Allen Vincent MacDonald have all been charged with possession (of cocaine) for the purpose of trafficking – CDSA 5(2).
Singleton and MacDonald were remanded in custody. Mosher was released with conditions. They will all appear in court on May 7, 2026.

Charlottetown Police Services (CPS) are seeking assistance from the public for an arson investigation. The fire took place in an outbuilding at 359 University Avenue at approximately 7:20 a.m. on March 2, 2026. Evidence obtained at the scene and from the surrounding area led police to believe the fire was intentionally started.
Surveillance footage was obtained, and CPS is now seeking public assistance to identify this suspect.

Giddings was last seen driving his dark green 1996 Mini Cooper (PEI license plate B402J) across Hillsborough Bridge into Stratford at approximately 2 p.m. today.
