Multiple Occurrences Within 30-hour Period Leads to Charges and Remand
On February 20, Charlottetown Police Services (CPS) received a report of a stolen license plate. At approximately 8:00pm the next day, CPS received a report of a gas drive off from a local gas station. Surveillance footage, of the suspect, vehicle and license plate number was shared with police and the license plate was confirmed as the stolen license plate from the day before.
The investigation remained ongoing, and CPS’ E-Watch/Automated License Plate Recognition program generated an alert later that same evening. Officers from the General Patrol Unit were deployed to the area and successfully conducted a targeted traffic stop on the vehicle.
41-year-old Justin James Reynolds was arrested and charged with:
- Theft under $5,000 (s. 334 CCC)
- Operating a vehicle while prohibited (s. 320 CCC)
- Possession of property obtained by crime, less than $5,000 (s. 354 CCC)
Reynolds was remanded into custody and will appear in court on February 26, 2026.

On February 2, Charlottetown Police Services received a theft report from a local grocery store. Surveillance footage was obtained, and CPS is now seeking public assistance to identify this fraud suspect.

On February 18, Charlottetown Police Services Street Crime Unit executed a search warrant on a Charlottetown residence that led to the arrest of two individuals.
As a result of the search, officers seized approximately 120.88 grams of fentanyl, 53 grams of crystal methamphetamine, a quantity of morphine pills, cash and cellphones.
39-year-old Kevin Ian Jay has been charged with:
- Possession (of fentanyl) for the purpose of trafficking – CDSA 5(2)
- Possession (of crystal methamphetamine) for the purpose of trafficking – CDSA 5(2)
- Failure to comply with probation order (s. 733 CCC) – two counts
37-year-old Jessica Elizabeth Arsenault has been charged with:
- Possession (of fentanyl) for the purpose of trafficking – CDSA 5(2)
- Possession (of crystal methamphetamine) for the purpose of trafficking – CDSA 5(2)
- Possession of weapon for a dangerous purpose (s. 88 CCC)
- Failure to comply with a release order (s. 145 CCC)
- Failure to comply with probation order (s. 733 CCC)
Both have been remanded into custody and will appear in court on February 23, 2026.

On February 12, Charlottetown Police Services Street Crime Unit, with the assistance of the Tactical Response Unit and General Patrol Unit, executed a search warrant on a Charlottetown residence that led to the arrest of five individuals connected to the sale of illegal drugs, along with the seizure of drugs and weapons. So far, 34 charges have been laid, with additional charges still pending.
As a result of the search, officers seized approximately 340 grams of cocaine, 18 grams of crack cocaine, 18 grams of ecstasy, a quantity of oxycodone, 253 grams of dried cannabis, a shotgun and shotgun ammunition, a revolver and ammunition, approximately $39,000 in cash, numerous cellphones, drug packaging materials and drug processing materials.
25-year-old Teagen Anthony James Gass has been charged with:
- Possession (of cocaine) for the purpose of trafficking – CDSA 5(2)
- Possession (of opioid) for the purpose of trafficking – CDSA 5(2)
- Possession (of methylenedioxyamphetamine – ecstasy) for the purpose of trafficking – CDSA 5(2)
- Unauthorized possession of a firearm (s. 91 CCC)
- Unauthorized possession of a prohibited weapon or restricted weapon (s. 91 CCC)
- Unsafe storage of firearm (s. 86 CCC) – two counts
- Possession of a firearm / weapon / ammunition at unauthorized place (s.93 CCC) – two counts
- Possession of weapon for dangerous purpose (s. 88 CCC) – two counts
- Careless use of firearm (s. 86 CCC) – two counts
- Weapons possession contrary to order and fail to surrender authorization (s. 117 CCC) – two counts
- Failure to comply with probation order (s. 733 CCC)
- Distribute over 30 grams of dried cannabis (or equivalent) (s. 13 CA)
- Possess, sell, distribute, tobacco products and raw leaf tobacco (s. 121 CCC)
24-year-old Tanner James Paul Hill has been charged with:

Gass and Hill have been remanded into custody and will appear in court on February 24, 2026. The three other individuals, a 24-year-old female, a 25-year-old female and a 27-year-old male were released with charges pending.

At approximately 5:45 a.m. on January 27, Charlottetown Police Service responded to a report of a disturbance on Euston Street. Officers attended the residence and confirmed the disturbance was in fact a home invasion by two individuals known to the victims.
The investigation determined that two individuals had forcibly gained entry into the residence, wielded an imitation firearm, deployed a chemical irritant, ransacked the property and assaulted the two victims, who sustained minor injuries.
By early afternoon, the two individuals, 32-year-old Michael Hollinger and 31-year-old Colin Russell, were arrested without incident in Stratford by CPS’ Street Crime Unit.
32-year-old Michael Hollinger was arrested and charged with the following offences:
- Break and enter (s. 348 CCC)
- Face masked (s. 351 CCC)
- Pointing a firearm (s. 87 CCC)
- Possession of a weapon (s. 88 CCC) – two counts
- Assault with a weapon (s. 267 CCC)
- Failure to comply with release order (s. 145 CCC)
- Failure to comply with probation order (s. 733 CCC)
31-year-old Collin Russell was arrested and charged with the following offences:
- Break and enter (s. 348 CCC)
- Failure to comply with probation order (s. 733 CCC)
Hollinger and Russell were both remanded and are scheduled to appear in court on January 29.

On January 12, at approximately 2:30 a.m. Charlottetown Police Services General Patrol Unit made an impaired driving arrest. The officer on patrol observed a driver who failed to stop at a stop sign and had also been driving erratically.
The vehicle was safely stopped by the officer, however after coming to a stop, the driver then backed into the marked police vehicle. The officer’s observed signs of impairment were then confirmed as breath samples came back at more than two and half times the legal limit.
The 43-year-old female driver was arrested for impaired driving, and has also been charged with failure to comply with probation (s. 733 CCC).
She was later released and is scheduled to appear in court at a later date.

UPDATE: A 50-year-old male has been remanded into custody and charged with uttering threats (s. 264 CCC) and breach of probation (s. 730 CCC).
He is scheduled to appear in court on January 19.

“At approximately 9:45 a.m. today, Charlottetown Police Services received a report of a threat made by phone about a healthcare professional who works in Kings County.
Approximately 1.5 hours later, the accused was located in Charlottetown and arrested without incident. He remains in our custody and the incident remains under investigation.
This appears to be an isolated incident and there is no ongoing threat to public safety.”
On January 7, 2026, Charlottetown Police Services Street Crime Unit executed a targeted traffic stop leading to the arrest of 32-year-old Morgan Dixon. Officers seized a quantity of cocaine, ammunition, two cell phones and other drug-related paraphernalia.
The 32-year-old has been charged with:
- Resisting a peace officer (s. 129 CCC)
- Possession of cocaine for the purpose of trafficking – CDSA s. 5(2)
- Possession of a weapon for dangerous purposes (s. 88 CCC)
- Operating a vehicle while prohibited (s. 320 CCC)
- Dangerous operation of a motor vehicle (s. 320 CCC)
- Possession of ammunition in a motor vehicle (s. 94 CCC)
- Possession of prohibited ammunition without holding a license (s. 91 CCC)
Dixon has been remanded in custody and will appear in court on January 15, 2026.

This training is designed to increase the department’s capacity to investigate allegations of hate crime and support victims. On December 30, 2025, Charlottetown Police Services Street Crime Unit arrested and charged Tristawna Christian, a 25-year-old from Ontario, with multiple counts of possession, along with possession of a weapon for dangerous purpose.
Officers executed two residential searches warrants in Charlottetown and Stratford resulting in the seizure of 178 grams of cocaine, 114 oxycodone pills, 161 hydromorphone pills, $19,735 cash, four (4) cell phones, a knife and drug paraphernalia consistent with trafficking drugs. The approximate street value of the seized drugs is $27,450.
Christian has been charged with:
- Possession of cocaine for the purpose of trafficking – CDSA s. 5(2)
- Possession of oxycodone for the purpose of trafficking – CDSA s. 5(2)
- Possession of hydromorphone for the purpose of trafficking – CDSA s. 5(2)

The accused has been remanded in custody and will appear in court on January 8.
