Two Impaired Drivers Charged

Charlottetown Police Services charged two drivers with impaired driving over the weekend.

At approximately 1:40 am Saturday morning (Aug 3rd), Charlottetown Police responded to a possible impaired driver complaint on Kent Street.  The complainant informed Police that a male was in a stationary vehicle and had vomited out of the driver side window. Officers located the vehicle  and determined that driver was impaired by alcohol.  He was arrested and brought back to the Police Station to provide breath samples.

A 33 year old  Saint-Zotique Quebec male was subsequently charged with impaired driving after providing breath samples that were twice the legal limit.

At approximately 4:15 am Sunday morning (Aug 4th), while on routine patrol, an Officer observed a vehicle driving erratically and conducted a traffic stop on Enman Crescent.   The driver displayed signs of impairment and was arrested.

A 20 year old Scotchfort PEI male was charged with impaired driving after providing breath samples that were above the legal limit.

Both accused  males were released from custody will appear in Provincial Court at a later date.

At approximately 5:00 pm yesterday (July 29), the Charlottetown Police Services Street Crime Unit with assistance from Patrol Officers executed a Controlled Drug and Substance Act Search Warrant at a residence on Park Avenue.

Officers seized 2.7 kilograms of Crystal Methamphetamine (over $130,000 street value), drug paraphernalia indicative of drug trafficking, three cell phones and over $3000.00 dollars in cash.

Lawrence Jonathan ELLIS has been charged with CDSA 5(2) –  Possession of methamphetamine for the purpose of trafficking.

The accused has been remanded in custody and will appear in Provincial Court on Thursday.

Charlottetown Police Services had a busy weekend investigating impaired driving in Charlottetown.

Early Friday morning, while on routine patrol, Officers observed a vehicle speeding and driving in an erratic manner along several streets and effected a traffic stop on Rosemount Drive.  Based on the driving evidence, the driver was arrested for dangerous driving.  While interacting with the driver, the Officer determined that the driver was impaired by alcohol and was brought back to the station for breath samples.  A 39 year old Charlottetown male was subsequently charged with impaired driving after providing breath samples that were twice the legal limit.  He also faces the additional charge of dangerous driving.

At 2:30 am Saturday morning, Officers conducted a roadside checkpoint on Water Street.  During this checkpoint, three drivers were arrested for impaired driving:

  • A young male, graduated driver (G sticker) showed signs of impairment by alcohol and was arrested.  He provided breath samples that were below the legal limit and was not charged with impaired driving, however, there is zero alcohol tolerance for graduated drivers and as such, the Charlottetown male received an automatic 90 day driving prohibition order and the vehicle was towed.
  • A 21 year old Belfast, PEI male was arrested for impaired driving.  He provided breath samples that were over the legal limit and was charged with impaired driving.
  • The third arrest resulted with a 28 year old Stratford male being charged with impaired driving after providing breath samples that were twice the legal limit.

At approximately 8:00 pm Saturday evening, an Officer pulled a vehicle over for running a red light at the intersection of Belvedere and Mount Edward Road.  The driver displayed signs of impairment and was arrested.  A 35 year old Stratford male was charged with impaired driving after providing breath samples that were above twice the legal limit.

At 2:20 am Sunday morning, an Officer attempted to pull a vehicle over on Great George Street however, the vehicle did not initially stop and collided with another vehicle that was moving over to the right for the Police vehicle with it’s emergency equipment activated.   The collision was minor and no injuries were sustained.  The driver of the vehicle showed signs of impairment and was arrested.  The male driver provided breath samples that were below the legal limit and was served with a seven day driving suspension.  Highway Traffic Act charges are pending, the file is still under investigation.

At 2:30 am Sunday morning, Officers conducted another roadside checkpoint on Euston Street.  Officers dealt with a male that displayed signs of impairment, he was arrested and provided breath samples that were just below the legal limit.  He was released from custody with a seven day driving suspension under the Highway Traffic Act.

All individuals charged with impaired driving have been released from custody and will appear in Provincial Court at a later date.

At approximately 4:00 am this morning (July 25), Charlottetown Police responded to a possible impaired driver complaint on Weymouth Street.  The complainant informed Police that a male was in a stationary vehicle and appeared to impaired and kept nodding off.

Officers located the vehicle and determined that driver was impaired by alcohol.  He was arrested and brought back to the Police Station to provide breath samples.

A 40 year old  Fort McMurray Alberta male was subsequently charged with impaired driving after providing breath samples that were above the legal limit.

The accused was released from custody will appear in Provincial Court at a later date.

Charlottetown Police Services have charged a male in connection to a stolen vehicle file reported yesterday.

Police responded to a theft of a motor vehicle from a residence on Southdale Avenue yesterday morning.  The keys had been left inside the vehicle overnight and when the owner woke up, he noticed it had been stolen.   Officers kept watch for it throughout the day and located it around 5:00pm in the area of Euston/Edwards Streets.   A witness gave Police the description of a male that was seen a short time earlier inside the vehicle.   That same male was observed by other responding Officers riding a bicycle on Longworth Avenue during that same time period.   The male was arrested and keys to the stolen vehicle were found in his possession.   Police were also able to determine that the bicycle his was riding had also been stolen earlier in the day from a residence on York Lane.

A 33 year old Charlottetown male has been charged with:

  • Possession of property obtained by crime (vehicle)
  • Possession of property obtained by crime (bicycle)
  • Driving while prohibited
  • Breach of Probation

The investigation is ongoing, additional charges may be laid as Police are in the process of determining if other seized items have been stolen.  Residents are asked to report any recent thefts from vehicle or property.

The accused has been remanded in custody and will appear in Provincial Court tomorrow.

The accused is a Prolific Offender accumulating 45 previous convictions for similar offences since 2010.  He was just released from jail on previous convictions a month ago.  Charlottetown Police Services are committed to keeping Charlottetown and PEI residents safe by focusing it’s efforts on targeting Prolific Offenders to minimize crime and victimization.

At approximately 2:45 am this morning (July 24), Charlottetown Police responded to a possible impaired driver complaint on MacWilliams Road.  The complainant informed Police that a female was banging on their door and woke them up.  The female was described as appearing to be intoxicated and had a vehicle in the driveway still running.

Officers located the female at the same location and after a short time, determined that she had driven the vehicle to this address and that she was impaired by alcohol.  She was subsequently arrested and brought to the Police Station to provide breath samples.

A 27 year old Charlottetown female was subsequently charged with impaired driving after providing breath samples that were over 2 times the legal limit.

The accused was released from custody will appear in Provincial Court at a later date.

CHARLOTTETOWN, PEI – July 18, 2024 – At approximately 11:14 PM on Thursday night, Charlottetown Police responded to a report of a suspicious incident involving a male subject at the Bank of Montreal in the Royalty Crossing Mall parking lot. According to witnesses, the black male, described as over 6 feet tall with dreadlocks and a possible facial hair and stud earring, was observed pacing near a female’s vehicle before approaching and removing an item from his pocket. The male then abruptly walked away towards University Avenue.

Subsequently, at 11:47 PM, police received another report of a separate incident involving a male with similar physical descriptors at the KFC Parking Lot near Nassau Street. The male allegedly approached a parked vehicle and pointed a gun at the victim’s head while shouting, “Car, Car!” Fortunately, the victim was able to reverse and drive away safely, immediately notifying authorities.

During the incidents, the male subject was reportedly wearing a mask or partial face covering, a black hooded sweater with white lettering that read “PEI Black Cultural Society.” Following the incidents, the male subject was observed fleeing into the wooded area between MacKinnon Road and Charlottetown Rural High School, and later seen running through a backyard on Burns Avenue.

In response to the incidents, Charlottetown Police Service deployed RCMP K9 units and a drone for an extensive search of the area. Although some clothing items were recovered along with a pellet gun pistol, the male subject managed to evade capture.

Charlottetown Police are taking these incidents very seriously and are actively investigating.  Police urge anyone with information to come forward and assist with the ongoing efforts.
