Two Vehicle Collision on Allen Street – Impaired Driving Charge Laid

At approximately 11:35am yesterday morning (Mar 11), Charlottetown Police Services responded to a two vehicle collision on Allen Street.  Upon arrival Police observed a pick up truck that had rear ended a small sedan. Police checked on the occupants of both vehicles and no injuries were reported.  While speaking with the driver of the pick up truck, with young child in the rear seat, Officers determined that the driver displayed signs of impairment by alcohol and was subsequently placed  under arrest.

A 60 year old Charlottetown female has been charged with impaired operation of a motor vehicle after providing breath samples that were over three times the legal limit.  She will appear in Provincial Court at a later date.

Charlottetown Police Services is reminding the public  to  plan ahead and never get behind the wheel when their ability to drive is impaired by drugs or alcohol.

The Police Service wishes to thank concerned citizens for reporting possible impaired drivers.   The public is encouraged to report instances of suspected impaired driving by calling 911.

At approximately 5:10pm yesterday afternoon, March 10, 2025, the Charlottetown Police Services Street Crime Unit conducted a targeted traffic stop in Charlottetown and arrested one male and two females.  Shortly after that traffic stop, the Charlottetown Police Tactical Response Team executed a Controlled Drug and Substance Act Search Warrant at a residence on Matwood Drive in Stratford.

Officers seized 1 kg of fentanyl, 2.8 kg of crystal methamphetamine, 763 grams of cocaine multiple cell phones and approximately $5800 dollars cash.  Street value of the drugs seized is approximately $665,000 thousand dollars.

21  year old male, Jabari LONDON,  from Ontario has been charged with:

  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Fentanyl)
  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Crystal methamphetamine)
  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Cocaine)
  • CCC 733.1 – Breach of Probation

23 year old female, Angel BARNETT, from Ontario has been charged with:

  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Fentanyl)
  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Crystal methamphetamine)
  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Cocaine)
  • CCC 145(5)(a) – Fail to comply with a release order

23 year old female, Kimberly ELBOURNE, from Ontario has been charged with:

  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Fentanyl)
  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Crystal methamphetamine)
  • CDSA 5(2) –  Possession of drugs for the purpose of trafficking (Cocaine)

All  accused individuals have been remanded in custody and will appear in Province Court at a later date.

At 2:10 yesterday afternoon (Mar 5), Charlottetown Police Services, Charlottetown Fire Services and Island EMS responded to a 911 call reporting a structure fire on Sydney Street.

All residents were evacuated.  One male had to escape from a second story window, he suffered non life threatening injuries and was transported to the Queen Elizabeth Hospital by IEMS.  Twelve people have been displaced and the Canadian Red Cross is assisting.

The investigation is ongoing by Police and Fire Services.

At approximately 1:40pm yesterday afternoon (Feb 26), Officers responded to a report of two males in an altercation inside a local business on Richmond Street.

Upon arrival, Police located a male with minor facial injuries.  The male reported that he was assaulted by another male and his backpack was stolen. The injured male was treated by IEMS on scene and did not require further care.

E-Watch video captured the suspect and Officers were able to identify him at that time.  At approximately 2:30pm, Officers located the suspect on Pownal Street and arrested him without incident.

A 40 year Charlottetown male has been charged with robbery and breach of probation.  The accused has been remanded in custody and will appear in Provincial Court at a later date.

Both men were known to each other, there was no risk to the public.

Yesterday afternoon (Feb 24, 2025) at 3:00 pm , Charlottetown Police Services Street Crime Unit with the assistance of Patrol Units arrested a female following a targeted traffic stop on the Brackley Point Road.

Drug Investigators located and seized 72 grams of cocaine, a small quantity of hashish, two cell phones, a small quantity of cash, and other drug trafficking paraphernalia.

The accused, 43 year old Rebecca Christine Herrell of Charlottetown has been charged with CDSA 5(2) Possession of cocaine for the purpose of trafficking.  She was released from custody with conditions and will appear in Provincial Court at a later date.

The accused has previously been charged and convicted in October 2020 of CDSA 5(2) Possession of crystal methamphetamine for the purpose of trafficking.  She served a 12 month custodial sentence at that time.

At approximately 11:45 pm on February 16th, while on routine patrol, Officers came across a vehicle on Belvedere Avenue that appeared to have mechanical issues and was blocking one lane of traffic.  As the Officers got closer to the vehicle, two persons fled on foot and two others remained by the vehicle.

Another responding Officer was able to catch up with the male and female that had fled the area.  The Officer recognized the female from previous interactions and knew that she had an active arrest warrant and was arrested.  During the arrest, Police located over 16 grams of Fentanyl.

As a result of this investigation, 27 year old Danielle Hobb has been charged with CDSA 5(2) Possession of Fentanyl for the Purpose of Trafficking.

Earlier this month, on February 3rd, the Charlottetown Police Services Street Crime Unit charged Hobb with 3 counts of CDSA 5(1) trafficking Fentanyl, Crystal Methamphetamine and Cocaine.  At that time, she was released from custody with conditions.

On February 17th, the accused appeared in Provincial Court for a remand hearing and was remanded in custody until her next court appearance on February 24, 2025 at 1:00pm.

Charlottetown Police Services wish to inform the public that there has been an increased volume of complaints reporting thefts from vehicles.  See map below that indicates the areas of theft in the City since last Friday (Feb 7).  Charlottetown Police will be stepping up patrols in these areas.

Items stolen include wallets, purses, gift cards, clothing/sporting goods, sunglasses and loose change.  In all cases, the vehicle doors were left unlocked.

Residents can take some effective and simple preventative measures such as:

  1. Do not leave valuables such as purses, wallets and electronic devices in vehicles
  2. Always keep your doors locked

Residents are also encouraged to immediately report suspicious activity to Police.

On Thursday February 6 at approximately 8:10pm, the Charlottetown Police Services Street Crime Unit arrested a male and female following an investigation into the illicit drug trade of selling fentanyl in Charlottetown.

Charlottetown Police Street Crime Unit assisted by Patrol Officers and the Tactical Response Team executed a Controlled Drug and Substance Act Search Warrant at a residence on Orlebar Street in Charlottetown.

Officers seized:

  • 82 grams of fentanyl
  • 29 grams of cocaine
  • over 150 ICE tablets (methamphetamine)
  • 40 tablets of Oxycodone
  • 1.5 kilograms dried cannabis (shake)
  • 2 shotguns
  • 1 .22 caliber riffle
  • 6 replica hand guns
  • 1 homemade firearm
  • a significant amount of ammunition
  • 1 cross bow
  • 1 canister of bear spray
  • body armour
  • numerous knives
  • 3D printer
  • two cell phones
  • and approximately $2000 dollars cash.

Taylor Michael ELLSWORTH of Charlottetown has been charged with:

  • CDSA  5(2) – Possession of Fentanyl for the purpose of trafficking
  • CDSA 5(2) – Possession of Cocaine for the purpose of trafficking
  • CDSA 5(2) – Possession of Methamphetamine for the purpose of trafficking
  • CDSA 5(2) – Possession of Oxycodone for the purpose of trafficking
  • CCC s. 91(1) – Possession of a firearm without a license
  • CCC s. 86(1) – Unsafe storage of a firearm
  • CCC s. 88(1) – Possession of a weapon for dangerous purposes

Kennedy Brianna HILL of Charlottetown has been charged with:

  • CDSA  5(2) – Possession of Fentanyl for the purpose of trafficking
  • CDSA 5(2) – Possession of Cocaine for the purpose of trafficking
  • CDSA 5(2) – Possession of Methamphetamine for the purpose of trafficking

  • CDSA 5(2) – Possession of Benzodiazepine for the purpose of trafficking

The investigation is ongoing and Police anticipate there will be more charges laid.

Both accused  individuals have been remanded in custody and will appear in Province Court on Monday Feb 10th, 2025 at 1:00pm.

At 11:20am yesterday morning (Feb 4), Charlottetown Police Services responded to a report of a truck that was stolen from a parking area on Kent Street.

With assistance from the Telecommunications Centre and E-Watch cameras, a male suspect was observed on video stealing the vehicle at 10:20am.  E-Watch surveillance was able to track the stolen truck throughout certain areas of the City and was last seen in the area of Dorchester and Cumberland Streets. Officers directed their patrols to that area and were able to locate the truck abandoned.

Officers were able to identify the suspect from the surveillance video and arrested him last evening at 8:00pm.

A 61 year old Charlottetown male has been charged with theft of vehicle and breach of probation.  He was subsequently released from custody and will appear in Provincial Court at a later date.

At 3:50am Saturday morning (Feb 1), Charlottetown Police Services responded to a complaint of a male going through vehicles in the Hunt Avenue area.  Several Police units responded, a male was located inside a vehicle and was arrested following a brief struggle with Officers.

A 38 year old Charlottetown male has been charged with trespass at night, resist arrest and breach of probation.

The accused has been released from custody with conditions and will appear in Provincial Court at a later date.

Police would like to remind the public to take some effective and simple preventative measures such as:

  1. Do not leave valuables such as purses, wallets and electronic devices in vehicles
  2. Always keep your doors locked
